Critical Entities Resilience Directive (CER)
To strengthen resilience across Europe, the European Union adopted the Critical Entities Resilience Directive (CER) at the end of 2022. The directive requires Member States to safeguard the continuity of essential services – such as drinking water, wastewater, energy, healthcare, and mobility – against physical threats.
Each country translates this directive into national legislation. In the Netherlands, this is done through the Critical Entities Resilience Act (Wet weerbaarheid kritieke entiteiten, Wwke), which is expected to take effect in 2026. Under this legislation, operators of vital services are required to:
- Implement physical security measures against man-made and natural threats, such as access control and sabotage prevention
- Ensure the continuity and resilience of essential services
- Report incidents that disrupt these services within 24 hours
