To strengthen resilience across Europe, the European Union adopted the Critical Entities Resilience Directive (CER) at the end of 2022. The directive requires Member States to safeguard the continuity of essential services – such as drinking water, wastewater, energy, healthcare, and mobility – against physical threats.
Each country translates this directive into national legislation.
